Bicycle rear cog problem?

I see from your question that you live in Canada. Guess what, it's winter here and it's cold. Odds are that the lubrication in your freewheel or cette body is too thick and it is causing the pawls to remain engaged. The best thing to do would be to remove the freewheel or cette body and let it soak in some light weight lubricating oil to free up the pawls. Leaving a bike outside will result in maintenance issues, so you will have to get used to doing more work on it to keep it running well
