Can i start over at another community college?

I had a terrible start at Coastline community college, 9 F's and 6 W= drops. Can i go to another community college like Golden West Community college and start over as in take all the cles i took in the coastline community college over in Golden West community college and do well in them. I know i was immature and ignorant in the past, but i know what to do now.
