We see people & animals suffer on Earth by 3 types of causes(Tapa traya). How can we expect comfort in Heaven?

It is a known fact that Fire will make heat whether we stay down or up. We could not expect coolness from fire on the up side of a Bungalow. Heating is the characteristic of fire. That is why we call it by the name 'dahana'. Give sufferings to the creatures in 3 different ways (Adi Bhoudika, Adi Lovkika and Adyatmika) is the nature of God. How can we expect that He will change his habit in Heaven and give peace to the souls?
