Why was Theodor Roosevelt put on mount rushmore?

Of all the presidents, Theodore Roosevelt spent a lot of time in the western part of the United States during his lifetime, and helped people living in the East understand the vastness and the richness and the resources of the rest of the country. That's my guess.
