If a band or artist is popular, does that inevitably make them 'overrated'?

Bands such as The Beatles or Elvis are not overrated because they are clic and people still enjoy them. Any band that can stay popular and still get thousands of albums sold can't be considered overrated. Bands like Fall Out Boy or Panic at the Disco! are overrated though because they sold out. They got so popular that 5 year old screaming girls even like them. They're so popular that their normal followers don't like them anymore.
